In 2007 Maguire Associates was selected by MSC Malaysia (MSC Malaysia, formerly the Multimedia Super Corridor a Special Economic Zone and high technology business district in Malaysia) to head up a team of seven consultants to the Ministry of Infrastructure in Rwanda under a three-year contract.

As the Project Management Leaders, we were tasked to create the Project Charters for all ICT main projects in Rwanda. We were involved the implementation of the:

INTEGRATED ICT-LED SOCIO-ECONOMIC DEVELOPMENT PLAN FOR

RWANDA 2006-2010

There were over 106 major projects to implement in order to reach the target set by the plan. Many were critical infrastructure projects such as:

  2. Enhance the ICT Infrastructure in the Public Sector
  3. The Web Standards & Guidelines
  4. Public Awareness Campaign
  5. National Identity Card
  6. National Data Centre
  7. The National Portal

In 2011 we introduced the first Smart Card Automatic Ticketing System in East Africa for Public Transport in Kigali for Kigali Bus Services. This was a revolution in transport for both the operators and the passengers. The Automatic Fare Collection has been operating for several years now without any problems whatsoever and the public have taken to the system wholeheartedly. The cards make it much easier for the passengers to manage their transport costs and also it removes cash from the system which is always a weakness in such sectors as public transport for the obvious reasons.

We were also selected as the Consultants by Transitec for the Africa Transport Policy Program (SSATP).

The Africa Transport Policy Program (SSATP) is an international partnership which comprises 40+ African countries, Regional Economic Communities (RECs), continental institutions of the African Union

Commission (AUC), the United Nations Economic Commission for Africa (UNECA), public and private sector organizations, and international development agencies and organizations. All members of SSATP are united in their efforts to provide policy support for the development of efficient, safe and integrated urban transport systems in African cities as an instrument for economic growth and poverty reduction.

Project Manager for the Integrated Study for 4 Provincial Industrial Parks for the Ministry of Trade and Industry Rwanda.

Skillset: Managing a team of over thirty individuals: economist, engineers, architects, QS, GIS specialists etc. to produce the comprehensive studies.

Appointed to be a Board Member of the Regional Technology Development and Innovation Centre in Rwanda, appointed by the Minister of Defense
