In 2007 Maguire Associates was selected by MSC Malaysia (MSC Malaysia, formerly the Multimedia Super Corridor a Special Economic Zone and high technology business district in Malaysia) to head up a team of seven consultants to the Ministry of Infrastructure in Rwanda under a three-year contract.

As the Project Management Leaders, we were tasked to create the Project Charters for all ICT main projects in Rwanda. We were involved the implementation of the:

INTEGRATED ICT-LED SOCIO-ECONOMIC DEVELOPMENT PLAN FOR

RWANDA 2006-2010

There were over 106 major projects to implement in order to reach the target set by the plan. Many were critical infrastructure projects such as:

  3. The Web Standards & Guidelines
  4. Public Awareness Campaign
  5. National Identity Card
  6. National Data Centre
  7. The National Portal

Founded the European Business Chamber of Rwanda with 5 other European nationals. The European Business Chamber of Rwanda is an association of European and Rwandan entrepreneurs working together to promote business relations between Europe and Rwanda, with a focus on three main activities: business intelligence, networking and advocacy. The EU supports the chamber with grants.

In 2011 we introduced the first Smart Card Automatic Ticketing System in East Africa for Public Transport in Kigali for Kigali Bus Services. This was a revolution in transport for both the operators and the passengers. The Automatic Fare Collection has been operating for several years now without any problems whatsoever and the public have taken to the system wholeheartedly. The cards make it much easier for the passengers to manage their transport costs and also it removes cash from the system which is always a weakness in such sectors as public transport for the obvious reasons.

Maguire Associates proudly serves as the Consulting Partner to the East African Communications Organization (EACO), headquartered in Kigali, Rwanda.

We authored EACO’s current five-year strategic plan and continue to provide active oversight and advisory support across multiple regional initiatives. Key projects under our supervision include:

CubeSat Project – Supporting satellite development and deployment across the region.

ICT Training for Women & Girls – Promoting digital literacy and inclusion among underrepresented groups.

E-Waste Management Project – Addressing environmental challenges through sustainable technology disposal solutions.

Databank Project – Establishing a centralized, secure regional data repository.

In addition, Maguire Associates leads the “Smartphone for All” Initiative, a flagship program developed to bridge the digital divide across East African Community (EAC) countries. The initiative aims to distribute 15 million smartphones to citizens, with an integrated fintech solution allowing participants to purchase devices on a 12-month credit plan.

Each device distributed through the initiative includes comprehensive insurance coverage—covering the smartphone itself as well as personal protection for cases of death, accident, or loss of employment.

We were also selected as the Consultants by Transitec for the Africa Transport Policy Program (SSATP).

 

The Africa Transport Policy Program (SSATP) is an international partnership which comprises 40+ African countries, Regional Economic Communities (RECs), continental institutions of the African Union

 

Commission (AUC), the United Nations Economic Commission for Africa (UNECA), public and private sector organizations, and international development agencies and organizations. All members of SSATP are united in their efforts to provide policy support for the development of efficient, safe and integrated urban transport systems in African cities as an instrument for economic growth and poverty reduction.

 

Transport and Urban Mobility in Africa

At Maguire Associates, we maintain a deep understanding of the transport sector in Africa, particularly in the context of urban mobility. Across the continent, rapid urbanization, population growth, and infrastructural limitations have placed immense pressure on existing transport systems.

 

Urban mobility challenges include congestion, poor infrastructure, informal transit systems, limited data for planning, and a lack of integration between transport modes. These issues often result in inefficiency, environmental impact, and reduced quality of life in African cities.

 

To address these challenges, technology is playing a transformative role:

  • Smart mobility solutions, including GPS tracking, real-time traffic updates, and app-based ride-hailing platforms, are reshaping how people move in cities.
  • Data-driven planning tools are enabling governments and city planners to make informed decisions on route optimization and infrastructure investment.
  • Digital ticketing systems and automated fare collection are helping formalize and improve the transparency of public transport networks.

 

Moreover, the adoption of electric vehicles (EVs) and clean energy transportation is gaining

traction, particularly as part of climate-resilient city strategies.

However, successful implementation requires more than just innovation—it demands clear policy frameworks, regulatory alignment, and institutional support. This includes:

  • National and municipal urban mobility policies that prioritize integrated and inclusive transportation.
  • Standardized procedures for private-sector participation in public transport.
  • Capacity building within government bodies for technology adoption and management.

 

At Maguire Associates, we work closely with stakeholders to align technological solutions with policy development, ensuring sustainable, inclusive, and future-ready urban mobility systems across Africa.
